Renovation of a mixed-use development in Johnson City, Tennessee. Completed plans call for the renovation of a 24,876-square-foot medical facility.

Scope of Work - Restoration of the Historic Theater Bldg. 35, a brick-and-mortar structure, at the James H. Quillen VA Medical Center, Mountain Home (Johnson City), Tennessee. This building includes approximately 24,876 square feet of existing space on the first floor, second floor, and basement, respectively, with crawl space including utilities. This project shall correct all documented facility condition assessment deficiencies noted in the 2012 FCA Report for the James H. Quillen VA Medical Center. Design work will include, but is not limited to, select demolition, abatement of environmental hazards including LBP and ACM, modification, restoration, and new construction of existing interior and exterior features such as: roof and exterior walls, interior walls, floors, ceilings; doors and frames; floors, walls and ceiling finishes; restoration of plaster features; finished carpentry; casework; ceiling systems;; electrical power and lighting systems; plumbing systems including domestic water, chilled water, heating hot water/steam; data and communications systems; fire suppression, Outside Plant (OSP) building support utilities and additional miscellaneous improvements and modifications as required to provide a complete and functional multiuse space. Completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work as required by drawings and specifications. B. This work includes, but is not limited to, architectural plans, Civil, Structural, fire protection, plumbing, mechanical, electrical, data/communications, and physical security systems, within the Project Area. The area of work is located within a complex environment and will require ALL contractor personnel and subcontractors to comply with both security and infection control procedures outlined in the specifications. Location: James H. Quillen VA Medical Center, 2201 Mountain Home Road, Mountain Home, TN 37684. Magnitude of Construction: $10,000,000.00 to $20,000,000.0 All RFIs submitted shall include the project number and title, contractor name, city, state, phone number, date submitted and RFI questions. Questions received after 1:00 PM CT June 12, 2026, will not be answered unless determined to be in the best interest of the government. Telephone requests will NOT be accepted. Technical questions will not be answered at the site visit as questions MUST BE in writing and submitted as an RFI. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
