Pierce County solicits interest from consulting firms with expertise in providing a complete corridor study for an alternative roadway alignment between South Hill and SR 162. The preferred alternative, if constructed, will provide traffic congestion relief, create connectivity for integrated land use, and improve mobility for east-west traffic in this area of the County. The agreement will be Cost-Plus Fixed Fee for approximately 24 months, with potential for extension. Pierce County Planning and Public Works, Office of the County Engineer, is requesting engineering, environmental, geotechnical, public involvement, and design services for conducting an alternatives feasibility study of a new roadway alignment connecting the west side of the Orting Valley to SR 162. The selected consultant will evaluate feasible corridor alternatives, identify environmental and engineering constraints, assess community and stakeholder considerations, and recommend a preferred alignment suitable for documentation in a programmatic State Environmental Policy Act (SEPA) Environmental Impact Statement (EIS). The work may be required to follow Federal Highway Administration (FHWA) Planning and Environmental Linkages (PEL) Framework and result in a PEL Study Report. The study will be a multidisciplinary evaluation of arterial roadway alignments including, but not limited to: project management, existing conditions assessment, geometrics and alignment considerations for up to six different options, traffic analyses and modeling, geotechnical and environmental review, right-of-way and property acquisition, structural and hydraulic considerations, utility coordination, constructability, project sequencing, construction cost estimates, long-term maintenance, multimodal accommodation, alternative evaluation, and public outreach. Submittals will be evaluated and ranked based on submittal presentation, accuracy and completeness of the Statement of Qualifications (SOQ), qualifications and experience, capacity and availability, approach to the work, and references. Submittals should include the firm name, contact information, names of Principal-in-Charge and Project Manager, and number of employees for the project. One electronic copy in PDF format of the complete proposal must be submitted via the eProcurement Portal before the deadline. The proposer is responsible for timely submission.
