The Parking Operator is required to provide, at minimum, a Corporate Manager, an onsite Site Manager, onsite Supervisors to manage operations when the Site Manager is not onsite, and In-Field customer-facing staff. The proposer should identify any other positions they believe necessary to deliver the scope of work. The proposal must include: - A staffing plan detailing each position for Parking Operations, including position name, work location, scope of work items assigned, number of full- and/or part-time staff, and minimum qualifications, experience, and skills for each position. Costs for the Site Manager, Supervisors, and In-Field staff will be reimbursable; other positions must be included in the management fee. - An integrated organization chart showing all positions (reimbursed and non-reimbursed), lines of authority, and whether positions are on site or remote. - A clarification of the proposed relationship between Airport staff and Proposer’s on-site management. - A plan to ensure adequate and competent staffing at all times. - A proposed staffing schedule for delivering the scope of work for Parking Operations. - A description of the Proposer’s employee training program. - A plan to give first preference in hiring to the incumbent operator’s personnel, subject to reasonable standards, if the incumbent is not selected. - A plan for operating staffing during special events, or disruptions due to weather or other unforeseen circumstances requiring short-notice staffing adjustments. - The qualifications and experience of staff managing the new Parking Access and Revenue Control System (PARCS) installation. - The approach to managing the new PARCS project, including design, testing, training, and maintenance, performance, and upgrades. - Description of approach and experience in achieving desired customer service levels during PARCS installation and testing. - Description of revenue control procedures and systems, including cash, credit/debit processing, and security. - Description of internal financial controls, auditing, and revenue control procedures, including reconciliations, inventories, ticket policies, exception audits, and reporting. - Sample daily, weekly, and monthly financial and operational activity reports and dashboards. - Description of customer service program and complaint resolution procedures. - Description of proposed maintenance and custodial procedures and schedules. - Suggestions for enhancing customer service and net parking revenues. - Description of proposed PARCS solution, including software applications, network diagrams, samples, maintenance procedures, reports, training, lane layouts, component cut sheets, and integrations, as detailed in specifications.
