Reference Number 0000424344 The City of Bristol ("the City") is seeking proposals from qualified renewable energy developers to build, own and operate Non-Residential Renewable Energy Solutions (NRES) solar assets to be located at the Central and Eastern High Schools. It is expected the contract term will be no less than 20-years Question Acceptance Deadline 06/04/2026 04:00 PM EDT Questions are submitted online Yes General Requirements - Installation Required - Insurance Required The City is seeking proposals for the development of solar arrays at the Central and Eastern High School parking lots and rooftops to be wholly owned, operated and maintained by the chosen developer. It is expected that the projects will qualify for the NRES program. The selected Provider shall prepare and file the necessary applications as needed with Eversource and comply with any requirements mandated by the State of Connecticut and/or Eversource as a result of this program. Both rooftop systems should be designed as FTM/Revenue Share arrangement and the carports should be designed as netting BTM PPAs. It is expected that each system will be equal to or less than 1 MW AC. Please assume the medium 2026 NRES evaluated clearing price for each submission. The solar panels will be owned by the Awarded Bidder and will be operated and maintained and, as necessary, repaired by the Awarded Bidder at its sole cost and expense. Repairs shall include, but not be limited to, repairs necessitated by breakdown, obsolescence, vandalism and Acts of God. In addition, the system will be maintained at all times in accordance with Government Approvals and will be operated in a fashion that does not impact any surrounding property. Funding for the roof replacement at both schools is still in progress with the roof replacement at Bristol Central High School scheduled to occur during the summer of 2027, with rooftop mechanicals possibly for summer 2029 subject to funding. Roof replacement and roof mechanicals for Bristol Eastern is proposed for the summer of 2028. As such, Respondents are required to construct the carports as Phase I and accommodate the district's roof schedule for Phase II. Respondents must be prepared to withdraw from the Phase II roof project if the roof replacement fails to occur within the three years from the bid award.
