This is a one-time purchase under an Agency Specific Contract. Bids must comply with all terms, conditions, and requirements in the solicitation, including any addenda. Vendors are responsible for reviewing all instructions, terms, and components of the bid request and for obtaining and complying with any addenda or changes issued. Any questions or exceptions regarding the contents must be submitted as questions according to the instructions provided. The bid constitutes a firm offer to be held open for the specified validity period. Additional or modified terms from vendors will be disregarded unless specifically agreed to through negotiation and incorporated via a Best and Final Offer.
