Provide construction services to deliver a turnkey U.S. Passport Office for the U.S. Department of State and complete tenant improvement construction for six agencies' offices within existing occupied federal facilities. The scope includes hazardous materials abatement, selective interior demolition, and new interior construction of waiting areas, application windows, office space, training rooms, conference rooms, hoteling cubicles, break rooms, server rooms, locker rooms, restrooms, printing rooms, storage areas, security desks, security screening areas, a Security Operations Center (SOC), and associated finish upgrades. The work also includes lobby renovation, reception areas, telecommunications, audio visual systems, security systems, equipment, tenant moves, and furniture installation, with full compliance with applicable GSA PBS Core Buildings Standards and Building Information Modeling requirements. Construction will be performed using a firm-fixed-price, design-bid-build delivery approach and executed in three consecutive phases: build-out of six agencies' offices, demolition and hazardous materials abatement, and construction of the U.S. Passport Office and lobby. Work will occur primarily during normal working hours in the Wallace F. Bennett Federal Building, with certain utility outages performed after hours to avoid tenant disruption, and primarily outside of normal working hours in the Orrin G. Hatch United States Courthouse. The project requires complex coordination in occupied facilities, including phased construction, sequencing constraints, multi-trade integration, security coordination, and minimizing disruption to active tenants. The project encompasses approximately 48,000 square feet of finished office and lobby space, with approximately 30,000 square feet dedicated to the U.S. Passport Office. The anticipated contract duration is approximately twenty-two months, with an estimated construction magnitude of $20,000,000 to $30,000,000.
