Site work and paving for a water / sewer project in Sarasota, Florida. Completed plans call for site work for a water / sewer project.
The construction work consists of storm sewer improvements, including installation of inlets and a graded roadside swale. The project also involves some road paving, outfall rock lining, and may require some earthen excavation or benching. Bidders are required to obtain digital or hard copies of the contract documents from the designated engineering office upon a non-refundable payment. All contractors must comply with relevant labor and compliance regulations, including the Public Works Employment Verification Act, Non-Discrimination/Sexual Harassment Provisions, State Contractor Responsibility Program, Americans with Disabilities Act, and Anti-Pollution Regulations. The Pennsylvania Prevailing Wage Rate Requirements apply and labor compliance is mandatory. Each bid proposal must include a certified check or bidder's bond in the amount of ten percent of the proposal, made payable to Youngwood Borough. Bid packages must be clearly marked with the proposal enclosed, job name, and contract number on the lower left corner of the bid envelope. No faxed bids will be accepted. Bids may not be withdrawn for sixty days after submission. The Borough Council reserves the right to reject any or all bids or to waive any informality in received bids. The location of the proposed work and actual extent of the various Contract items are either shown on the Contract Plans or described in the Detailed Specifications. The work to be done under this Contract shall include the furnishing of all labor, materials, equipment and tools necessary to construct the indicated sewer pipelines, including all appurtenances, complete and operable, in a satisfactory workmanlike manner and in accordance with the Contract Documents. Wherever the words "storm sewer" shall occur in the Specifications, the meaning shall also include "trunk sewers", "main sewers", "lateral sewers" and "intercepting sewers", as well as all required manholes, catch basins and other appurtenances that are necessary for completion of the work in accordance with the Contract Documents. The work shall include, but not be limited to, the following: o Clearing and grubbing along the line of work. o Provision of protection prior to starting work for all landscaping, utilities, structures and facilities which might be damaged if not protected. o Removal and stockpiling of topsoil. o Removal and storage of bushes, shrubs and trees to be replanted. o Removal of paving, landscaping, fences, barriers and obstructions as required. o Hauling, unloading and distribution of the pipe fittings and appurtenances. Excavation, including extra depth excavation as required for proper bedding. Barricades, fencing, lighting, watching and protection of the site. o Reconstruction or relocation of other lines, pipes, ducts, and utilities as necessary. o All sheeting, bracing, shoring and supporting necessary to protect adjoining ground and adjacent structures. o Sheeting and shoring necessary for the safety of workmen in the trench and necessary to comply with all applicable safety codes. o Pumping, bailing or draining of the trench as required to permit proper execution of the work. o Laying of the sewer pipeline and installation of all appurtenances, including anchors, cradles, encasement, etc. o Connection to other sewers as required and including installation of stubs, wyes and service laterals. o Tunneling, boring, jacking and the installation of all types of carrier pipe, casing or liner plate. o Backfilling and tamping of the pipeline trench. o Contractor shall be responsible to schedule a Complex PA One Call meeting on any projects over 1000' in length. This shall be scheduled prior to any construction activities without exception. o Repair or replacement of all damaged drains, sewers, utilities and structures, including gas lines, water lines, sanitary sewers, storm sewers, oil lines, gasoline lines, electrical conduit and cables, utility poles, culverts, bridges, foundations, driveways, streets and other items as required. o Testing of completed pipeline sections for watertight condition. o Replacing of all riprap, walls, streets, walks, trenches and excavated work. o Replacing of removed topsoil and repair of or replanting of all landscaping, plants, trees and sod removed during the course of the work. o Complete cleanup of the sites of the work. o Removal and proper disposal of all waste materials, rubbish and surplus material. o Maintenance of the streets and other surfaces over the trenches and other areas affected by the work. o Proper completion of all work in accordance with the Contract Documents. Any exception to the foregoing requirements will be specifically noted on the Drawings or in the Detailed Specifications If, during the interval between advertisement and the submission of bids, a prospective Bidder shall find any discrepancy, omission, contradiction or ambiguity in the Contract Documents or any provision which is in conflict with a Federal or State law or regulation or with a law or ordinance of a municipality or other local authority, he shall notify the Owner and Engineer in writing at once. If the Contract Documents are in error or require clarification, correction or clarification will be made in a biding supplement to the Contract Documents, copies of same to be sent simultaneously to all prospective Bidders by the Engineer.
