OCTA is a state-mandated, countywide transportation agency. OCTA was established in 1991 to develop and implement transportation programs to reduce traffic congestion and improve air quality. As one agency, OCTA provides Orange County with a single point of accountability and a greater voice for residents for all transportation issues. As part of OCTA's staff development programs, OCTA is seeking a qualified Contractor to perform electrical upgrades at the 91 Express Lanes (91 EL) entrance gantries (Project). The OCTA-approved electrical drawings are included in Exhibit C. The Contractor shall abide by the attached drawings or shall solicit alternatives for OCTA's consideration as described in Section 1.6 of the Instructions to Bidders. The Contractor bid shall also include a proposed bill of materials. An anticipated bill of materials is attached in Exhibit B-1. Any alternative must meet or exceed current requirements in the drawing package. All asphalt, concrete, and dirt disturbed or removed for this project shall be returned to the same or in better condition than when the work started. The estimated cost for this project is $551,025. Question Deadline 05/29/2026 at 5:00 PM PT The Orange County Transportation Authority requires electrical services for the 91 Express Lanes gantry entrance. The work includes furnishing all labor, parts, equipment, closure crews, and personnel to perform all electrical work as detailed in the scope of work, plans, and specifications. All electrical installation, repair, and maintenance must comply with local and national codes and standards, including state, county, and municipal requirements, as well as the California Occupational Safety and Health Administration (Cal OSHA) regulations. Bidders must submit electronically and hold a valid State of California A, B, or C-10 license. Bids must include the required forms, bonds, certifications, and all information true and correct under penalty of perjury. All bidders must register with the Department of Industrial Relations and comply with prevailing wage laws. The work site must be inspected by bidders prior to submitting bids, and all communication must be directed through the specified contract administrator. Bidders are encouraged to subcontract with small businesses where possible. All hazardous substances on site must be handled in accordance with applicable safety regulations and labeling requirements. The successful bidder must procure all necessary permits and licenses and comply with all public agency regulations relevant to the work.
