The U.S. Army Corps of Engineers manages over 300 projects nationwide and maintains extensive paved road and parking lot infrastructure, including approximately 5,407 miles of paved roadways and 8,517 parking lots, many of which are paved. The objective of this work is for the contractor to analyze and rate pavement distress using the provided USACE-modified Pavement Surface Evaluation and Rating criteria. The contractor will be tasked to evaluate individual road and parking lot segments based on photographs provided by USACE. The contractor shall develop and utilize an Excel spreadsheet that documents the rating applied to each segment. The spreadsheet shall identify each segment's rating for each applicable distress type based on the asset type, either roadway or parking lot, and include an overall segment rating. For any segment receiving an overall rating lower than a "B," the contractor shall provide a general recommendation for improving the segment, such as mill and overlay, general maintenance, or full rebuild, along with a rough preliminary cost estimate for the recommended repair. Instructions for quote submission and evaluation criteria are provided in the addendum to FAR 52.212-1 on page 170 and the addendum to FAR 52.212-2 on page 174. . The work involves using the USACE modified Pavement Surface Evaluation and Rating (PASER) criteria to rate individual segments and provide recommendations for improvement. The contractor will be provided with photos taken with an action camera and a GIS dataset. The contractor will analyze and rate the following distress for paved roads.
