The work consists of completing a full Systems Engineering and Concept of Operations analysis to evaluate the feasibility of transitioning Clark County and its VAST partners to a unified vendor for traffic signal controller hardware, software, and Advanced Traffic Management System (ATMS) operations. The consultant will review the existing ATMS.now platform, assess alternative technologies, evaluate system capabilities and field-device compatibility, support development of vendor selection criteria, and assist in determining the most suitable path forward. Major features include a full Systems Engineering analysis; development of a Concept of Operations defining operational objectives, user needs, stakeholder roles, and future-state system functionality; comprehensive assessment of available ATMS vendors and controller solutions with focus on advanced capabilities, interoperability, data integration, compatibility, support, and cost; support for developing selection criteria; providing planning level cost estimates; and ongoing coordination and engagement with County, WSDOT, and partner cities. Adherence to state and federal requirements is essential, including certification with WSDOT, compliance with WSDOT ITS Guidelines and LAG requirements, and all Federal funding requirements. SAM registration is required and must be included in the proposal. Criteria for evaluating and ranking submittals include team qualifications and expertise, management approach, respondent's capabilities to meet schedule and familiarity with standards, past performance, and project approach and understanding. Submitted services may be divided into phases, with specific scope and costs negotiated by phase. The method of payment is through the LAG negotiated hourly rate contracts, with a specified maximum amount payable unless adjusted by contract modification. Submittals must include the RFP Number, Title, and Proposer's Name and Address on the outside of the envelope or package.
