Defence Construction Canada (DCC) is inviting contractors to apply to be placed on a QRT source list for civil contractor services required by the Department of National Defence at CFB Kingston for a period of three years from the date of source list establishment. QRTs may be utilized for projects with an estimated value up to $500,000. Contractors must submit their application by e-mail using the Source List application form; fax or mail submissions will not be accepted. Interested contractors may request to join the SL at any time, subject to the SL terms and conditions, with an administrative processing time of approximately 15 business days required for inclusion. The language selected for the QRT Source List will be used for all related tender documents, contract documents, and communications for the duration of the list. This procurement follows Chapter 5 of the Canadian Free Trade Agreement. Tenders and contracts under the QRT source list may include organization and personnel security requirements, typically Designated Organization Screening (DOS) and reliability status for personnel, but may require more stringent requirements such as Facility Security Clearance (FSC) at the SECRET level with approved Document Safeguarding (DSC) and secret clearance for personnel. Contracts will include measurable performance standards as specified in form DCL81-Performance Evaluation Guidelines, and contractors receiving an unacceptable or failing performance score may be removed from the Source List and not receive further invitations under the SL. Pre-qualification requirements: Contractors must submit the Source List application form by e-mail. No security clearance is required to be added to the source list, but future tenders and contracts may require security clearances such as DOS, reliability status, or FSC with DSC and secret clearance for personnel. Contractors must comply with SL terms and conditions and may be removed for failing performance evaluations. Official bid documents must be obtained from www.merx.com
