Provide all labor, supervision, equipment, tools, materials, insurance, and transportation necessary to perform comprehensive landscaping and snow and ice removal services on all designated areas to ensure safety, accessibility, and uninterrupted hospital operations. Services include completing initial site surveys with the Contracting Officer Representative prior to commencement; fertilizing, edging, mulching, and maintaining plant and bush beds; removing or eradicating weeds without damaging healthy vegetation; trimming and pruning hedges, shrubs, and small trees to maintain natural growth and proper clearance from buildings; and performing herbicide applications for weed control at least four times per option period with applications spaced thirty days apart. Vegetation must be cleared from building structures within five feet, trees pruned to specified clearances above sidewalks and roadways, dead plantings removed and replaced with plants supplied by others, and annual planting and maintenance of potted plants around the site performed using biodegradable weed guard materials and approved herbicides. Perform snow and ice removal and maintenance on all designated driveways, parking lots, sidewalks, entrances, and critical operational areas, including ambulance zones, loading docks, valet areas, generators, and electrical switchgear. Services require preparation prior to inclement weather, use of non-destructive snow removal methods, application and reapplication of approved non-corrosive de-icing and anti-icing materials, relocation or hauling of snow to approved on-site locations, and continuous operations to maintain clear and safe surfaces. A 24-hour contact number is required, with response to service calls within one hour and initiation of removal within two hours. Pretreatment is required based on forecasted conditions, accumulation limits must be maintained during snowfall, and post-storm clearing and monitoring must continue for up to twenty-four hours to prevent ice buildup. Operations must not interfere with normal hospital activities and must be coordinated with the COR. Comply with all applicable federal, state, and local laws and regulations, including OSHA, EPA, and VA Medical Center policies. Ensure personnel wear appropriate personal protective equipment, operate equipment safely around patients, staff, and vehicles, and immediately report hazardous conditions. No government storage space is provided; all equipment and materials must be removed after each snowfall, and the contractor is responsible for any property damage caused by operations. Environmental requirements include minimizing de-icing agents near storm drains and entrances, relocating debris-laden snow as directed, and using approved acetate-based deicers and glyphosate-free or phosphate-free herbicides. Maintain continuous communication with the COR before, during, and after services and submit detailed service reports after each snowfall documenting times, areas serviced, methods, materials, and weather conditions. All personnel must comply with VA security and access requirements, including identification procedures and completion of required background investigations.
