The work involves replacing approximately 210 lead service lines identified throughout the city's water distribution service area. The replacement scope varies by site and may include full replacement (from main to interior plumbing) or portions thereof, as outlined in the plans. Replacements will occur in City right-of-way and on private properties with proper authorizations from property owners. Each bidder must accompany their bid with a bid security equal to ten percent (10%) of the contract amount, in the form of a cashier's or certified check, certified share draft, or bid bond with acceptable corporate surety. After award, a performance bond for the full contract amount is required. Bidders should not include State of Iowa sales tax in the bid as a sales tax exemption certificate will be provided for qualifying materials. Preference is given to Iowa products and labor to the lawful extent required under Iowa statutes. The contract documents are available online. Bidders are encouraged, but not required, to attend a pre-bid construction conference. Bidders and equipment suppliers listed on the U.S. General Services Administration Excluded Parties List System are prohibited from participating.
