The Contractor shall provide all personnel, management, and technical expertise necessary to accomplish the following three tasks. Full deliverable requirements and schedules are specified in Attachment 1 (IGSA Task Order 001 - Enclosure A) incorporated by reference into this RFP. 2.1 Task 1 - Program Management Plan and Administrative Work Plan The Contractor shall develop a Program Management Plan (PMP) and Abbreviated Work Plan (AWP) establishing the governance framework for the multi-year IGSA partnership between RID and the Army. The PMP is the authoritative governing document for the partnership program and must address Program Governance Charter defining management structure, roles, decision-making authority, and escalation paths for both RID and Army stakeholders Stakeholder Engagement Plan covering YTC Garrison, USAEC, RID leadership, USACE, and applicable regulatory agencies Integrated Program Schedule (multi-year) with key decision gates Financial Management Framework for cost tracking and reconciliation across task orders Change Management Process, Risk Register, Standardized Reporting Templates, and Document and Records Management Plan The Contractor shall also submit Monthly Progress Reports and a project milestone schedule (Gantt Chart or WBS format) throughout the period of performance. Roza Irrigation District (RID) has entered into an Intergovernmental Service Agreement (IGSA) with the United States Army to move two lateral canals, Pump 1 High and Pump 1 Low, that run through the Yakima Training Center off the base in the East Selah area. Roza is seeking a consulting/engineering firm to assist with program governance, management, and feasibility scoping services as described under Task Order 1 of the IGSA.
