Alberta Transportation and Economic Corridors requests the services of a Consultant to conduct a comprehensive feasibility and strategic assessment of northern rail corridor options to strengthen Alberta’s trade and infrastructure network. The work includes evaluation of economic, logistical, and environmental feasibility for each potential corridor route; high level consideration of regional rail access initiatives in northern Alberta for contextual and comparative purposes; analysis of trade potential, projected volumes, opportunity costs, and integration with existing rail infrastructure; a thorough review of regulatory requirements, compliance mechanisms, and risk management strategies; development of recommendations on governance models, and analysis of trade and revenue opportunities. The Consultant must conduct a detailed assessment of infrastructure investments required for corridor development, including cost estimates for each proposed corridor and evaluation of delivery models. The proposal must be submitted in two separate files: a qualification submission and a fee proposal, both in PDF format and each less than 10MB in size. No payment will be made for costs incurred in preparing or submitting the proposal. Selection is based on best overall value. The method of Contractor Selection has not been Determined at this time.
