Bids are invited for the 2026 Elk Street Milling and Overlay project, consisting of approximately 7,600 square yards of milling existing asphalt surface, 880 tons of asphalt surfacing, traffic control, and all related appurtenances. Quantities are subject to change, and all work is to be performed in accordance with the plans and specifications at the unit price bid. Bidders are required to furnish all labor, material, and equipment necessary to complete the work as shown in the plans and specifications. Each bid must include a certified check or bank draft for 5% of the total bid, or a bid bond for 10% of the total bid, with surety authorized to do business in South Dakota. Bidders must also provide a copy of their sales and use tax license, excise tax license, or appropriate evidence of proper licensing. The City Council reserves the right to hold bids for up to thirty days, to review and investigate bids and bidder qualifications, and to reject any or all bids and waive informalities as deemed in the Owner's best interest.
