This preliminary Scope of Services provides Respondents with basic background information regarding the general scope of the Work for the Project to allow Respondents the opportunity to formulate teams and submit an SOQ. A detailed Scope of Services is in development by the City and will be provided with the RFP. The tasks in the RFP may differ from the high-level information provided here. Design-Builder will be responsible for the design and construction of the Project by furnishing all labor, material, equipment, services, and support facilities for the Work. The following is a brief overview of the basic services the selected Design-Builder will be required to perform during Phase 1 and Phase 2 (if awarded) of the Project: 1. Validate the Project program, budget, scope, and schedule. The City is currently developing the Project definition documents regarding the program, budget, scope and schedule and these documents will be shared with shortlisted Respondents during the Proposal Phase. 2. Facilitate collaborative design scoping workshops inclusive of City, Owner’s Project Manager, and design and construction personnel from the Design-Builder to develop a set of scope documents outlining and describing in detail the complete scope of the Project. 3. Perform and produce initial studies, reports, and investigations during design initiation, including, but not limited to, geotechnical investigation and report, environmental monitoring, investigation, and remediations plans, hazardous materials investigations, topographic survey, and utility mapping to inform the design and engineering of the Project. City has conducted preliminary investigations that will be provided in the Proposal Phase to shortlisted Respondent as information only. 4. Development of all required plans, specifications, studies, and reports required for the Work during design development, including surveys and geotechnical reports, based on design scoping workshops and investigations during design initiation. 5. Development of a contracting plan, including, but not limited to, procuring trade contractors as appropriate in collaboration with the City and the Owner’s Project Manager. 6. Development of cost modeling and cost estimates for the Construction Documents (plans and specifications), enabling the City and the Design-Builder to negotiate a Guaranteed Maximum Price (GMP) for the Work and execute an amendment for Phase 2. 7. Manage design and construction of the Project including, but not limited to, obtaining required clearances, licenses, and permits for Work, Work sites, storage areas, etc., both on and off-site. 8. Coordination with Project stakeholders under City and Owner’s Project Manager direction. 9. Provide quality assurance and quality control during design and construction of the Project. 10. Develop a comprehensive project baseline schedule including, but not limited to, procurement of long-lead time items. 11. Provide Project safety and security, including accommodation of coordination of large groups around the Project. 12. Installation of drainage and erosion control. 13. Provide site clearance and preparation. 14. Provide construction waste disposal and handling. 15. Coordination with Project-related public involvement activities.
