Site work and paving for a civil project in Muncy, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

For the following contract: Dirt and Gravel Contract: Furnish and place approximately 703 tons of 2A aggregate material and perform approximately 313 CY of roadway material excavation. Furnish and place approximately 800 LF of under drain; furnish and place approximately 534 SY of C1. 1 geo; furnish and place approximately 214 tons of #1 stone; Furnish and install approximately 40 LF of 42" x-pipe; Furnish and place approximately 112 tons of R-5 rock; Perform approximately 63 CY of drainage bank excavation; Furnish and place approximately 63 SY of C1. 2 type B geo; Perform approximately 139 SY of swale grading and seeding; furnish and install 1 Ea Type D-W end wall; Furnish and install approximately 308 Ea retaining wall block; and Furnish and install approximately 10 Tons of R-5 rock for erosion apron. Roadway Excavation: This work includes the removal of existing roadway material. The roadway material is to be removed to a depth of (8 inches as directed, and the preparation of subgrade for the placement of aggregate material. Roadway excavate into existing roadway, to a uniform surface (8.") inch depths as required. Excavated material to be removed and stockpiled or disposed of as directed by the Mill Creek Township Official. Excavation shall provide a properly sloped surface to maintain drainage throughout construction. Immediately after milling / excavation, remove material. Any unsuitable material within the milled / excavated area is to be brought to the attention of Nippenose Township before undercutting of proposed area and suitable material used to stabilize subgrade. DESCRIPTION OF WORK: 2A Aggregate Material This work is the construction of 2A Aggregate. When placed on subgrade, this work includes the preparation of subgrade as specified in Publication 408, Section 210. Material to be placed in two lifts at compacted depths not to exceed 8" each. II. MATERIAL -- Obtain Material from a source listed in Bulletin 14 if using liquid fuels monies. A. Certification. Certification. MS-447A B. Aggregate. Publication 408, Section 703 and as follows: III. CONSTRUCTION o Equipment: Spreaders. Publication 408, Section 320.3(a)3, Paver preferred. o Stone Boxes and Spreaders are not permitted in placement of material. o Tracked Paver is required. Compaction Equipment. Publication 408, Section 108.05(c) 3.a, 3.b, 3.e, 4. General. Prepare the subgrade as specified in Publication 408, Section 210 and as follows, before placing (2A). Do not place (2A) material on soft, muddy, or frozen areas. Correct unsatisfactory subgrade conditions developing ahead of the paving operations by scarifying, reshaping, and recompacting, or by replacing the subgrade as directed. Road Preparation Note: o Cut 3"- 4" key along edge of 2A placement site to support the edge of aggregate when possible. o Cut a "paving notch" across the road at ends of planned 2A placement to butt edge of 2A into existing road instead of trailing it off. Mixing. Use acceptable methods to mix (2A) and water to obtain optimum moisture content for the mix as determined by PTM No. 106 before delivery to the project. Use material containing optimum moisture to prevent segregation during stockpiling, hauling, placing, and to minimize water added during compaction. Maintain (2A) aggregate at optimum moisture from before placement to compaction. AASHTO T-99, ASTM D698, or PA Test Method No. 106 Transport. Use tarps to cover 100% of the load's exposed surface from the time of loading until immediately before placement. Placement. Place the (2A) on the subgrade using a paver without causing segregation. Place (2A) to a minimum compacted depths of 8 inches lifts .The crown or side slope must range from 1/2 to 3/4 inch per foot, for road widths up to 18 feet. Material is to be delivered and placed at optimum moisture content +/- 1% as determined for that particular source. The optimum percentage moisture is to be determined using Proctor Test ASTM D698, procedure C, standard. Performance bond and payment bond in the amount of 100% of the contract as awarded, as well as proof of worker's compensation insurance will be required from the lowest responsible bidder for each contract. All work and material must current Pennsylvania Department of Transportation Specifications Form 408 and its Supplements and current dirt and gravel specification. Proposals must be upon the forms furnished by the Municipality. Pennsylvania prevailing wage rates shall apply to contract and are included with the contract. The Municipality reserves the right to reject any or all proposals.
