This is a Request for Qualifications seeking interested architecture and engineering firms to provide professional A-E services in accordance with 40 U.S.C. Chapter 11, as implemented by RFO Subpart 36.202, R-DFARS Subpart 236.202, and PGI 236.202-1. Firms are invited to submit qualifications using Standard Form 330, Parts I and II, for two separate studies: EGYN211002 Repair Electrical Transformers B820 and B830 (A/E), and EGYN261004 Repair Wastewater Pond Liner F760 (A/E). The scope of required services for each study is defined in the Statement of Work and its associated attachments. Submissions must include SF 330s for the prime firm as well as for each consultant or joint venture partner. Pricing information is not to be included, and information may not be incorporated by reference. Each responding firm is limited to a maximum of 30 pages, inclusive of photographs and drawings. Nonresponsive or late submissions will not be considered by the Architect-Engineer selection board. Qualifications must be submitted by email no later than June 18, 2026, at 4:30 PM CDT. Questions regarding this request must be submitted by email no later than June 4, 2026, at 4:30 PM CDT, and discussions will be conducted with at least three firms in accordance with RFO 36.202-1 to evaluate anticipated concepts and alternative methods of performance. The applicable NAICS code is 541330, Engineering Services, with a size standard of $25.5 million. This acquisition is set aside exclusively for small business concerns, and there is no incumbent small business contractor. The anticipated award timeframe is July through August 2026. The anticipated period of performance is 270 calendar days for the Electrical Transformers repair project and 180 calendar days for the Wastewater Pond Liner repair project.
