The services include Program Management and Construction Management and related services as the Owner’s Authorized Representative (OAR) for vertical construction projects. Services may include management of design from planning through detailed design, bidding and award of construction contracts; development of design criteria documents; management of design-bid-build, design/build, or Construction Management at Risk contracts; studies and reports for scope definition and project validation; evaluation and documentation of existing conditions; assistance with permitting coordination; construction administration including reporting and compliance; technical review and support; management of construction and commissioning; material testing, quantity surveying, inspection, safety compliance, administrative support, and departmental staff extension; facilitation and coordination with adjacent projects; departmental staff support; cost estimating, cost control, scheduling, and planning services; assistance with negotiation of contracts and change orders; coordination with stakeholders including the City of Orlando, FAA, FDOT, and others; and all other related or similar services as required or requested. The exact scope for each task will be defined in the task order. Potential projects include various terminal, airside, ground transportation, and infrastructure improvements. Instructions for bidders include responding as directed in the introductory letter and to any further instructions received; providing all required documents (including vendor questionnaire and financial records); ensuring compliance with minimum requirements, insurance, and licensing; submitting one response only electronically in PDF format via the e-Procurement Platform; not including links or images in narrative responses; not contacting Aviation Authority staff or board members except as specified; attending pre-submittal meetings is encouraged but not mandatory; and complying with all small business, legal, and ethical requirements as outlined in the solicitation.
