Reference Number 0000425644 Purpose The City of Allen Park seeks Statements of Qualifications (SOQs) from experienced contractors to provide as-needed excavation and repair services for its water distribution and sewer collection systems, including excavation, shoring, bypass pumping, repair/replacement of mains, services, and appurtenances, and full surface restoration. The City intends to award one or more multi-year time and material contracts based on qualifications, with task orders issued on an as-needed basis. Background Like many Michigan communities, the City's buried infrastructure requires rapid response to water main breaks, sanitary sewer collapses, and storm sewer failures. Although the City retains staff capable of completing much of this work on a regular basis, some tasks may need to be sourced to qualified contractors due to technical competency, lack of appropriate equipment, and/or workload. Scope of Services The general scope of services includes the following: Urgent, non-emergency response; typical mobilization within 10 days 24/7 emergency response; typical on-site arrival within 1-2 hours of City call Utility location coordination and compliance with MISS DIG 811 (Act 174 of 2013) Excavation, trenching, shoring/ shielding; dewatering; bypass pumping Repair/replacement of water mains, valves, hydrants, service lines, curb stops/boxes Repair/replacement of sanitary and storm sewers, manholes/structures, point repairs Service reconnections, pressure/leak testing, disinfection, flushing, and bacteriological sampling as applicable Traffic control planning, devices, and maintenance of traffic as applicable Backfill, compaction, temporary and final surface restoration (asphalt, concrete, lawn). Site cleanup and disposal of spoils in accordance with applicable laws Documentation: daily reports, photos, as-built sketches, materials and labor tickets. Minimum Qualifications Permitted to operate in the State of Michigan with 3-5 years recent municipal experience performing emergency water/sewer repairs 24/7 call-out capability with defined dispatch protocols and escalation. Competent person(s) for excavation and trenching per MIOSHA Part 9 Demonstrated access to necessary crews, equipment (e.g., excavators, trench boxes, loaders, dump trucks), and specialty subs (e.g., traffic control, bypass pumping) Insurance meeting City requirements and bonding capacity per Michigan Public Works Bonding Act (1963 PA 213) with an estimated annual contract value of $100,000 Satisfactory performance history with Michigan municipal references Submission Requirements (SOQ Contents) Cover letter with single point of contact, acknowledging ability to meet emergency response requirements Company profile; Michigan license numbers; years in business; office and yard locations Project team chart, key personnel resumes, designated 24/7 duty manager and competent person(s) Equipment list (owned/leased) and available specialty subcontractors (traffic control, CCTV, bypass) Michigan municipal references with contact info; include emergency repair examples completed within the last five years Proposed unit price schedule using the attached template Statement certifying ability to obtain the required certificates of insurance with minimum coverages as described in the attached sample agreement and surety letter demonstrating bonding capacity if selected Disclosure of litigation, defaults, OSHA/MIOSHA citations (past five years) Evaluation Criteria (75 points) 1) Relevant municipal emergency repair experience (25) 2) Personnel qualifications, equipment resources (20) 3) References and past performance (20) 4) Proposed pricing (10) Contracting Approach The City anticipates awarding one or more three-year time and material agreements with optional one-year extensions. Work will be assigned via task orders issued by the City's Department of Public Services. Payment will be based on approved unit prices and actual measured quantities, or time-and-materials where appropriate, as detailed in the agreement. Option: Two (2) additional 1 year terms. The City reserves all rights to accept/reject any submissions and to waive informalities. A sample agreement is attached for reference.
