The Facilities Construction R&A East CMT of the United States Postal Service is soliciting proposals for a Job Ordering Agreement Contract in the State of Illinois, for the repair and alteration of USPS owned or leased buildings. The contractor will perform a series of individual projects at various Postal Service facilities under an indefinite delivery, indefinite quantity ordering agreement, using a Construction Task Catalog (CTC) for unit pricing based on local labor, material, and equipment costs. Contractors must propose Adjustment Factors to be applied to the CTC Schedule. For each project, a Joint Scope Meeting will be held to discuss the scope of work, after which the contractor will submit a Price Proposal Package, including a price and schedule, for review by the Postal Service. Upon acceptance, a Work Order will be issued with a detailed scope, timeline, and firm fixed price. The USPS, in partnership with Gordian, Inc., manages this program and provides the necessary technical resources and support. All proposals must be submitted online using USPS eSourcing Coupa. Organizations not yet registered in Coupa must follow attached registration instructions; registered companies should contact the appropriate Postal Service representative to request an invitation to bid. All organizations must accept the invitation in Coupa to submit a bid, and required documentation may be attached after submitting the total bid amount.
