In general, the work consists of a wastewater screening station that includes a two-level building, mechanical bar screen, screenings compactor, and miscellaneous appurtenances; surface and pavement restoration; work zone traffic control; and erosion and sediment control measures, restoration, cleanup, and miscellaneous appurtenant facilities required to complete construction. All potential bidders must be certified by the Department of Administration prior to submitting bids on state construction projects over $100,000. All bids from contractors who are not certified will be rejected. This project is being let using the single prime bidding and contracting process. The mechanical, electrical, plumbing, and fire protection (MEP) divisions of work are bid first, with successful MEP bids to be included in all general prime contractor bids. The state will enter into a single contract with the lowest, qualified, responsible, certified general prime contractor, who will then enter into subcontracts with the successful MEP bidders. Sealed bids must be received before the time indicated and can be submitted as (1) a PDF scanned file of all required bid documents with original wet or properly transmitted electronic signatures via the eBuilder Bidding Portal (preferred), (2) by US Mail or third-party delivery to the State of Wisconsin, Administration Building, or (3) by hand delivery to a designated drop box at the Administration Building. The bidder is responsible for ensuring the bid is delivered before the deadline; third-party delivery is at the bidder's risk. A bid guarantee in the amount of 10% of the bid must accompany each submission.
