The City of Sugar Land is requesting submittals from respondents who can demonstrate the resources, experience, and qualifications to provide a Preliminary Architectural Report (PAR) to evaluate the feasibility, physical condition, and conceptual design of proposed projects. The PAR will cover reconstruction of Fire Station #2 and the expansion of other existing fire stations to provide 24/7/365 accommodation for firefighting vehicles, specialty vehicles, medic units, staff vehicles, and living quarters and support amenities for emergency responders. The PAR includes assessments and analysis of project site, utilities, work scope, feasibility, budgets and estimates, and anticipated schedules. The project’s goal is to rebuild Fire Station #2 (site selection TBD) and renovate Fire Stations 1, 3, and 7. The PAR will prioritize improvements and design alternatives to maximize the available budget. Upon completion and budget verification of the PAR, the City intends to negotiate scope and fees for subsequent phases, which may include topographical surveying, geotechnical engineering, utility coordination and relocation, environmental assessment, permitting, right-of-way acquisition, preparation of bid documents and final cost estimates, advertisement and bid phase support, and construction administration services. Firms must demonstrate relevant experience, particularly with fire departments and governmental agencies, as well as creative, effective design approaches. Respondents must submit one electronic copy before the specified deadline, ensure the response includes all required forms, and follow instructions concerning questions and addenda. Respondents should not contact city personnel outside the prescribed communication channels. Submittals become city property and are subject to the Public Information Act, except for confidential information clearly marked as such.
