The work involves a request for qualifications for the Potomac Interceptor Rehabilitation Master Services Agreement for Construction Management at Risk (CMAR) services. Proposers are required to submit a Statement of Qualification, which must include a cover letter, organizational structure and performance history, capacity and staffing plan, approach to safety management, as well as appendices with resumes and supporting documentation such as copies of relevant licenses. Proposal responses for the Statement of Qualification section must not exceed 30 pages, excluding specific items. All responses must adhere to the specified outline and requirements, with extraneous materials such as brochures or promotional material not permitted. Proposers must comply with all specified regulatory and programmatic requirements, including the Service Contract Act, Davis Bacon Act, DC Water employment provisions, and the Disadvantaged Business Enterprise and Women Business Enterprise programs. Submission must be made online via the designated vendor portal, and proposers must read and agree to all solicitation terms, conditions, and codes of conduct, including providing required certifications and completed forms as attachments. Failure to comply with instructions or requirements will result in rejection or disqualification of the proposal.
