The work consists of providing remedial action support to the Federal Aviation Administration Facilities Environmental Cleanup Program at three facilities in the FAA Eastern Service Area where soil contamination has been identified. The effort includes the removal, disposal, and restoration of lead- and total petroleum hydrocarbon-contaminated soils based on findings from prior Preliminary Assessments, Site Investigations, and Site Survey activities completed in 2024. The FAA has determined that these sites present potential environmental and human health risks and/or liability due to historical operations and practices, requiring cleanup actions to address contamination above FAA action levels or applicable EPA or state regulatory limits. The contractor shall perform all activities in compliance with applicable federal, state, and local regulations, following the most stringent requirement where inconsistencies exist. A draft Remediation and Restoration Work Plan shall be prepared and submitted within ten business days of the project kick-off meeting. The Work Plan shall present the technical approach, methods, and schedule for conducting contaminated soil remediation, removal, disposal, and site restoration activities. Government-furnished information, including available assessment and investigation reports, shall be reviewed and used to inform removal depths and quantities. The Work Plan shall fully describe soil handling and disposal procedures, identify all disposal facilities to be used, and address all required waste sampling, documentation, and permitting. Disposal sampling and paperwork are the responsibility of the contractor, while all confirmatory sampling will be performed by the government. The Work Plan shall also include a Site Safety and Health Plan detailing personnel health and safety precautions, and a Risk Management Plan identifying major site-specific risks and hazards and measures to minimize those risks. The contractor shall identify all required work permits and incorporate procedures for safe and compliant execution of the remediation. Following submission of the draft Work Plan, the Volpe Center will conduct a review and provide comments. The contractor shall participate in discussions to resolve comments and submit a final Work Plan incorporating required revisions within the specified review period. Contaminated soil remediation activities shall address soils with lead concentrations exceeding the FAA cleanup standard of 200 milligrams per kilogram or applicable state standards, as well as soils with total petroleum hydrocarbons exceeding EPA or state regulatory limits. All remediation, disposal, and restoration work shall be completed in accordance with the approved final Work Plan and applicable regulatory requirements.
