The City of Richmond, Virginia, on behalf of the Department of Public Works, seeks bids from qualified firms to provide general contracting services for the Whitcomb Community Park Improvements - Phase I project. The scope of work entails sitework, utilities, paving, stormwater management, and park improvements. Tasks include demolition, grading, drainage, landscaping, and installation of site amenities. Further details regarding the nature and prosecution of the work are included in the Statement of Work. Bidders should be qualified firms capable of delivering the general contracting services as described for the first phase of the park's master plan vision, which includes amenities such as new basketball courts, a walking trail, and green infrastructure improvements. The City envisions Whitcomb Community Park as a neighborhood park amenity that will provide new basketball courts, a walking trail, and green infrastructure improvements. The community surrounding the Project has been engaged in the design of the Park for the past three years and they are excited to see these improvements finally come to life. This Project is the first phase in a larger master plan vision that the City pursues at this site over the coming years. The Project is located at 2100 Sussex Street, Richmond, Virginia 23223. Request for Interpretations Due:June 12, 2026, 10:00am Question Deadline 06/12/2026 at 10:00 AM ET Question submitted to online. If any person contemplating submitting a bid for the proposed Work is in doubt as to the true meaning of any part of the proposed Contract Documents or discrepancies of any sort between existing conditions and proposed new Work, he must submit a written request for an interpretation through online. The person submitting the request shall be responsible for its prompt and actual delivery by Friday, June 12, 2026 10:00 am. Any interpretation or modification of such documents will be made only by Addendum duly issued by the Owner and a copy of which will be mailed or delivered to each bidder known to have received a set of such documents. Neither the Owner nor the Architect or Engineer will be responsible for any other explanations or interpretations anyone presumes to make on behalf of the Owner or Architect or Engineer before the expiration of the ultimate time set for the receipt of bids. Summary of Work. The Work shall include all labor, materials, and equipment necessary to complete the following: A. General Sitework. 1. Maintain benchmarks and layout controls. 2. Provide record drawings. 3. Maintain pedestrian and vehicular access. B. Selective Demolition. 1. Remove existing pavements, utilities, fencing, lighting, and playground equipment. 2. Salvage designated materials. C. Site Clearing. 1. Clearing, grubbing, and vegetation removal. - 2. Tree protection and topsoil stripping. D. Earthwork. 1. Excavation, grading, and compaction. 2. Subgrade preparation and trenching. 3. The City has procured a playground to be installed on-site. Earthwork and site preparation for the playground installation should be completed first, so that this Work can safely proceed in conjunction with the other elements of the Project. E. Erosion Control and Stormwater. 1. Install erosion and sediment control measures. 2. Construct storm drainage and bioretention systems. F. Paving and Hardscape. 1. Asphalt and porous asphalt paving. 2. Concrete sidewalks, curbs, and pads. 3. Aggregate pathways and pavement markings. 4. Basketball court installation. G. Site Improvements. 1. Install site furnishings. 2. Landscaping (including turf and planting). H. Record Keeping. 1. The Contractor shall keep records in compliance with Section 1.2.3. above. The Owner reserves the right to reject any or all bids. Any bid that fails to conform to the essential requirements of the solicitation or the specification or is unreasonable as to price may be rejected. In cases of unit priced bids, any bid may be rejected if the prices for any line items or sub line items are materially unbalanced.
