Demolition, site work and renovation of a retail development in Norfolk, Virginia. Completed plans call for the demolition of a retail development; for the renovation of a retail development; and for site work for a retail development.

The work under this project involves the systemic demolition of all existing above-grade structures within the Military Circle Mall complex, down to the existing concrete slab-on-grade. The Ross tenant place, Sentara building, and other designated locations are excluded from the scope of work and shall remain undisturbed. The Bidder shall provide a Lump Sum cost to provide all labor, material, equipment, and supervision required to perform the work as described herein. Question Deadline 06/26/2026 at 4:00 PM ET All Requests for Information (RFIs) shall be submitted electronically. Any RFI submitted after this date cannot be guaranteed a response by the City. Work to be Substantially Completed in: 465 calendar days Liquidated Damages: one thousand dollars ($1,000.00) per day Performance Bond: one hundred percent (100%) Payment Bond: one hundred percent (100%) Bid Bond: five percent (5%) A Bid Bond, certified check, or cashier's check made payable to the Treasurer, City of Norfolk, for five percent (5%) of total bid must accompany each bid. Offerors shall upload a copy of the bid guarantee with the Offeror's acknowledgement to mail the original sealed document to the Owner, within two (2) business days. State Contractor registration class and number is required by electronic bidding via the Vendor Questionnaire. The City reserves the right to cancel the bid opening or to reject any or all bids in whole or part, when it is in the best interest of the City. The right to waive informalities and to determine responsiveness of any bid and responsibility of all bidders is reserved to the City.
