Site work, paving and new construction of a transportation facility in Enterprise, Alabama. Completed plans call for the construction of a transportation facility; for site work for a transportation facility; and for paving for a transportation facility.

Construction of improvements at the Enterprise Municipal Airport including runway and taxiway extension and rehabilitation. a ) The ultimate goal of the project is to construct a 500 ' Extension of Runway 23 . i) The design calls for the end of runway 23 to be raised in order to meet the FAA's line of sight ( LOS ) design standards . This requires a significant amount of embankment . ii) Approximately 1200 ' of the runway is to be removed , raised with embankment and repaved . iii ) The buildup for all new pavement is 5" of P-401 HMA on 9" P-209 base . iv ) Borrow locations shown on the exhibit C0.02A are city owned and adjacent to site . (1) A stockpile of excess material is available for use on the project and has been surveyed to measures 12,800 CY . v ) A temporary displaced threshold will be installed once the contractor is ready to begin raising the grades above the existing runway elevation . vi ) New PAPI , REIL and hold signs are to be installed as a part of the project . The old equipment is to be returned to the Owner . vii ) Minor drainage work includes a new inlet and 18" piping in the infield . Additive Alternate 2 includes an additional inlet , 18" piping and a slope paved headwall . viii ) Fencing and gates are a part of the base bid . Buy American provisions apply to fencing materials . b) The project also includes a 2" overlay of the entire runway . i) The scope of this work included " selective milling " to achieve a minimum 2" mat thickness and leveling to achieve required cross slope ( 1.5 % maximum ). ii) Runway pavement edge drop is required to be between 1" and 2". Any deficiencies in this edge drop must be corrected before the runway can be opened to traffic . iii ) The runway is to be grooved and permanent markings applied after a 30 -day curing period . Grooving and permanent markings shall be performed during night hours allowing daytime aircraft operations to continue . All marking shall be tested for retro -reflectivity per the P -620 specification . iv ) Runway closure for paving shall be limited to 30 calendar days + nighttime grooving can occur outside this timeframe but must be coordinated closely with Owner ; Closure X's are to be fabric or plywood during closure . All lights will be turned off and the appropriate NOTAM filed during this period . v ) A pay item and detail for full depth repairs are included in the plan set . This pay item is to be used at the sole discretion of the engineer . c ) Project funding is provided via FAA /AIP funding with a City /ALDOT match . d ) Haul Routes /Staging Areas /Waste Areas are depicted on C0.02 . Options for utilizing the old County Road 606 roadbed as an access route were discussed . This is available but may become an impediment as the grading progresses . Contractor to secure gate at the end of shifts . No gate guard is required . e ) Utilities - A short section of 12 " water main is to be relocated along old 606. A sewer force main also exists and is not expected to be impacted . All other utilities are anticipated to be either abandoned or relocated . Contractor to confirm at the beginning of the work . f ) Traffic Control and Safety along C.R. 606 was discussed . If borrow site # 3 is used : i) Warning signage and flagman for construction traffic are to be employed . ii ) County Road 606 shall be protected with steel plates across the road surface . g ) NPDES Permit - Contractor is required to obtain a construction stormwater NPDES permit (to include all borrow sites ). i) A pay item has been given for the contractor to hire a qualified credentialed professional to design a series of temporary sedimentation ponds . The pay item is intended to include design , maintenance and reclamation /removal of these temporary ponds . h) Provisions have been provided for temporary and permanent seeding / erosion control for borrow sites. All disturbed areas are to be stabilized and smoothly graded at the end of the work . Project No. 3-01-0027-031-2026 The Work includes the following principal items: Runway and taxiway extension to include offsite borrow, grading, and paving for a 500 foot extension of the runway.
