The State of Michigan Department of Technology, Management and Budget (DTMB) seeks a proposal for Professional Services Contract (PSC) for Architectural and Engineering Services for relocating the SIGMA Department to the first floor of the Ottawa Building. The PSC will develop design documents for plan review, bid the project to a general contractor, and provide construction administration services. The project includes demolition of existing office spaces and installation of new offices, conference rooms, and system furniture stations. The scope includes verifying existing conditions (walls, ceiling, mechanical and electrical power), designing new office and conference layouts, modifying HVAC, updating electrical and data systems, configuring light fixtures, relocating fire alarms and sprinklers, and preparing construction documents for LARA review. The PSC is responsible for updating CAD base sheets and verifying all field conditions. Instructions to bidders—Proposals must follow the DTMB Project Statement Form, DTMB RFP Billable Rate Form, and DTMB Facilities Administration policies. The proposal must include all required LARA reviews and permitting, use specified contract documents and standards, document the proposed number of meetings, provide 50% and final construction cost estimates, supply a design and construction schedule, submit contract documents at 50% and 90% for review, and break out anticipated hours and billing rates for each design phase. Biweekly progress summary emails and complete electronic project files are required. Proposals must be uploaded to SIGMA VSS, with all phases’ total cost as the bid amount. Firms are encouraged to combine technical and cost proposals into a single attachment and must adhere to submission size limits and deadlines. Responses should not be emailed to the Project Director.
