The City recently completed construction of its own shooting range (2995 E. La Jolla Street, Anaheim, CA 92806) as part of a new state-of-the-art Public Safety Center which also includes Dispatch, the Investigations Division and Evidence/Property Handling. The new Placentia Police Department firearms training facility is 1,900 square feet in size with four (4) lanes. The Placentia Police Department has 53 sworn employees. The City is seeking proposals from certified, highly qualified and experienced firms to provide a comprehensive indoor gun range maintenance and cleaning services system. As the Placentia Firing Range is a new facility for the Placentia Police Department, Proposers are asked to use their expertise in recommending the methodology and approach it would use to not only meet industry-standard maintenance and cleaning protocols for firing ranges, but do so in a cost-effective manner given the small size of the Range itself. Designed by Action Target, the Fixed firing Line Indoor Range has four (4) lanes, 20’ wide with a 25-yard shooting distance. It has a rubber berm trap with Class A Firing Treatment. It has fixed firing line rifle rated ceiling baffles with white acoustic tile fascia. There are four (4) Pilot 360 degree turning wireless target retrievers with cameras and carrier lights. Proposer shall identify what expenses it considers “all inclusive” and what expenses and services the Placentia Police Department will be asked to obtain and cover costs for these expenses. For example, but not limited to, ammunition and targets. Proposer shall identify tasks the Placentia Police Department will be responsible for arranging and/or paying. The City is also seeking input on how prospective proposers would recommend the handling and restocking of supplies needed for an ongoing and fully operational firing range. In it’s Proposal, Proposers are asked to identify this cost separately, as the City has not determined the party that would handle this task. The City of Placentia typically pays its contractors within 45 days of invoice. The Placentia Police Department intends to request that its City Council approve a five-year contract for these services, specifically an initial one-year Agreement with four optional subsequent years of contracted service. The rationale for the initial one-year Agreement is the acknowledgement that this is a new firing range and modifications to the Agreement may need to occur as a result of actual operating circumstances that arise during the course of the first year of operation. It is anticipated that if any contract changes are found to be needed, the selected Contractor and the Police Department will negotiate in good faith to modify the terms and costs of the contracted work. Additionally, Proposers are asked to identify any cost increases it seeks, over the five-year period, so that this topic can be addressed in the Professional Services Agreement ultimately executed. The Police Department is obtaining Range Master services, under a separate vendor solicitation
