The successful bidder must comply with the Davis-Bacon Act with respect to prevailing wage rates and the Build America, Buy America Act. Proposals require a bid guarantee equal to at least five percent of the base bid. A 100% performance-payment bond is required within ten days of award notification. For bids over $50,000, the contractor’s certificate of responsibility number must be displayed on the bid envelope or include a statement if the bid does not exceed $50,000.
