Project no- 7158SM-77-23 The project involves renovations at the Clay County Courthouse, with the work procured under two separate bid packages, each with its own scope of work, specifications, and funding sources. Bid documents must be obtained from a specified website and are non-refundable. Bidders may submit sealed or electronic bids through the designated website. All plan holders are required to register and maintain a valid email address. Bid preparation must comply with Section 00 21 13 – Instructions to Bidders. Compliance with Section 3 of the Housing and Urban Development Act of 1968 and applicable CDBG regulations is required, aiming to maximize contracting, subcontracting, training, and employment opportunities for Section 3 businesses and residents. Minority and women’s business enterprises are encouraged to participate as prime contractors and to explore opportunities for subcontracting, equipment, material, and supply needs. Equal opportunity employment guidelines will be followed without discrimination based on any legally protected status. The successful bidder must comply with the Davis-Bacon Act with respect to prevailing wage rates and the Build America, Buy America Act. Proposals require a bid guarantee equal to at least five percent of the base bid. A 100% performance-payment bond is required within ten days of award notification. For bids over $50,000, the contractor’s certificate of responsibility number must be displayed on the bid envelope or include a statement if the bid does not exceed $50,000. WORK TO BE EXECUTED UNDER THIS CONTRACT A. This package consists of the CDBG-funded accessibility improvements portion of the overall Clay County Courthouse renovation project. B. The work shall include all labor, materials, equipment, services, and related activities and procedures necessary to the complete construction including the buildings, site work, mechanical, plumbing, electrical, and other improvements as shown on the Drawings and required in the Specifications (Project Manual).
