Provide all services necessary to conduct annual inspections and triennial testing of four Underground Storage Tanks (USTs), identified as UT-4, UT-5, UT-41, and UT-42. Services include performing annual leak detection equipment operability checks for interstitial sensors, automatic tank gauges, and spill bucket visual gauges during calendar years 2026 through 2030, as well as conducting triennial testing of overfill prevention equipment, spill buckets, and sumps in calendar years 2027 and 2030. All testing and documentation must comply with Virginia Administrative Code (9 VAC 25-580-82) and be recorded using Virginia DEQ-specific UST testing forms. The contractor is responsible for submitting complete testing results within ten business days and reporting any failures within two hours. Deliverables include a site-specific Occupational Safety and Health Plan and final testing reports. Work must adhere to all applicable federal, state, and local environmental, safety, and health regulations, as well as installation security and access requirements. Laboratory analyses must be conducted by facilities certified under the Virginia Environmental Laboratory Accreditation Program, and personnel must meet background check requirements for site access. The contract includes a one-year base period with four one-year option periods.
