Yancey County is seeking statements of qualifications from firms capable of providing communications planning, consulting, implementation, and oversight services for the purposes of designing, upgrading, permitting, bidding, and administering construction and deployment of a county-wide two-way radio communications project that includes the following components: o Assessment, repair, replacement, and modernization of existing public safety and government radio communications infrastructure. o Design and implementation two-way radio communications systems to improve emergency response capabilities. o Evaluation and replacement of damaged or outdated radio towers, repeater equipment, antennas, microwave backhaul systems, dispatch consoles, power systems, and related communications infrastructure. o Development of radio coverage studies, frequency coordination plans, and system optimization recommendations. o Integration of emergency communications to provide county wide radio capabilities. o Identification, evaluation, and implementation of repairs and upgrades to communications systems damaged or impacted during Hurricane Helene and thereafter. The selected consultant or engineering firm may be expected to provide services including, but not limited to: 1. Existing system assessment and inventory 2. Radio coverage and propagation studies 3. Infrastructure inspection and condition assessment 4. Communications system design and engineering 5. Frequency coordination and FCC licensing support 6. Tower and antenna system recommendations 7. Equipment specifications and procurement assistance 8. Bid document preparation 9. Construction and installation oversight 10. System testing, optimization, and acceptance 11. Interoperability planning and implementation 12. Training and transition support for county personnel 13. Project management and grant compliance documentation Yancey County reserves the right to reject any or all submissions, waive informalities, and accept the proposal deemed to be in the best interest of the County.
