The contractor will perform a series of individual projects at different Postal Service facilities under an indefinite delivery indefinite quantity ordering agreement. The contract includes, by reference, a Construction Task Catalog (CTC) with local labor, material, and equipment prices, and technical specifications detailing the required quality of workmanship and materials. Offering firms will propose Adjustment Factors to be applied to the CTC Schedule. As projects are initiated, the contractor will participate in a Joint Scope Meeting to understand and discuss the scope of work, visit the site, and provide recommendations. The Postal Service will then prepare a Detailed Scope of Work and request a Price Proposal Package from the contractor, including a Price Proposal and schedule. The contractor’s proposal is based on selecting tasks from the CTC, multiplying unit prices by required quantities and the Adjustment Factors. The Postal Service reviews this package, may request changes, and upon approval, issues a Notice to Proceed. Each project gets a separate work order detailing the scope, completion time, and lump sum, firm fixed price.
