An indefinite delivery indefinite quantity ordering agreement under which the contractor will perform a series of individual projects at different Postal Service facilities. The contract includes a Construction Task Catalog (CTC) produced and maintained by Gordian, with all unit prices based on local labor, material, and equipment prices. Technical Specifications set forth the required quality of workmanship and materials. Offering firms must propose Adjustment Factors to be applied to the CTC Schedule, which will apply to each unit price unless otherwise noted. For each project, the contractor will attend a Joint Scope Meeting to review and discuss the scope of work, ask questions, inspect the site, and make recommendations. The Postal Service will then issue a Detailed Scope of Work and Request for Proposal. The contractor submits a Price Proposal Package, identifying required construction tasks from the CTC, applying unit prices and Adjustment Factors. The Postal Service reviews the proposal and may request changes. When accepted, a Notice to Proceed and a separate work order, including project scope, completion time, and price, will be issued. The work order price is a lump sum, firm fixed price. Gordian, Inc. supports the USPS program administration, including CTC preparation, information management systems, contractor training, consulting, and proposal support.
