Establishes an indefinite delivery, indefinite quantity ordering agreement for performing a series of construction projects at various Postal Service facilities. Work is executed through individual work orders issued under the agreement, with pricing derived from a Construction Task Catalog(R) (CTC) that provides preset unit prices for labor, materials, and equipment. Contractors propose Adjustment Factors applied to these unit prices to develop project-specific pricing. For each project, the contractor participates in a joint scope meeting to review requirements, assess site conditions, and provide input on methods, scheduling, and execution. The Postal Service then issues a detailed scope of work, and the contractor submits a price proposal package based on selected CTC tasks, quantities, and adjustment factors. Upon review and acceptance, a notice to proceed is issued, and the contractor performs the work under a lump sum, firm-fixed-price work order. Program administration, including catalog management, technical specifications, systems support, and contractor training, is supported by Gordian, Inc.
