The Government seeks information from responsible sources regarding the potential privatization of the water distribution utility systems serving U.S. Army Garrison-Hawaii. The contemplated requirement would involve the conveyance of ownership, operation, and maintenance responsibilities of the existing water utility systems to a qualified municipal, private, regional, district, cooperative, or other eligible utility entity in accordance with 10 U.S.C. 2688. The prospective system owner would assume full responsibility for management, supervision, permitting, environmental compliance, operation, maintenance, repair, recapitalization, upgrades, and improvements necessary to provide safe, reliable, resilient, and efficient potable and non-potable water services to the Government over the long term. The scope includes extensive distribution infrastructure across multiple installations, integration with groundwater wells, treatment plants, storage tanks, booster pump stations, pressure zones, SCADA-controlled operations, emergency interconnections, and fire protection systems, as applicable by site. The effort also anticipates the planning, financing, and execution of Initial System Deficiency Corrections to address known infrastructure deficiencies, while maintaining uninterrupted Government operations. The Government is conducting this notice solely for market research and planning purposes to assess industry capability, financial capacity, regulatory familiarity, environmental compliance experience, cybersecurity readiness, and ability to execute large-scale water utility capital projects within the State of Hawaii.
