The contractor shall provide all labor, materials, equipment, supervision, and administrative support necessary to repair the existing irrigation system, install a new irrigation system, and utilize the well and pump system where practical to ensure water efficiency, system reliability, and long-term durability. Work includes inspecting all existing irrigation zones, valves, sprinkler heads, controllers, and piping to identify leaks, faulty components, and low-pressure areas; repairing or replacing pipes, heads, solenoids, wiring, and fittings; flushing lines; and testing each zone for proper performance and coverage. Documentation of all repairs and replaced parts is required. The contractor shall design and install new irrigation zones by surveying the site, installing PVC or HDPE main and lateral lines, valves, wiring, connectors, sprinkler heads, and drip irrigation systems where applicable. Controllers and moisture or flow sensors shall be installed as required. Work includes trenching, backfilling, compacting, restoring disturbed landscapes, and testing all newly installed zones for functionality and coverage. Deliverables include a fully operational irrigation system along with zone maps and component documentation. The contractor shall evaluate the existing well and pump system to determine capacity and suitability for supporting irrigation zones, integrating the system only where practical without exceeding operational limits. This includes installing pump relays, pressure regulators, or flow devices if necessary, ensuring protection against short cycling and over pressurization, and conducting system performance testing. Deliverables include identification of zones connected to the well system, justification for any exclusions, and final pump performance and irrigation load test results. All work must comply with applicable state and local regulations, Infection Control Risk Assessment requirements, and relevant codes and standards. The contractor is responsible for site coordination with the VA Contracting Officer's Representative, maintaining safety in a medical facility environment, adhering to normal working hours unless otherwise directed, and ensuring cleanliness and security of the worksite. The period of performance is 12 months, with payment made monthly upon satisfactory completion and submission of proper documentation and itemized invoices.
