In general, the work includes construction of a new Wastewater Treatment Plant, and other work indicated in the bidding documents. Sealed bids are to be received for the described project. Only full sets of the bidding documents will be issued. An electronic copy of the documents is available upon payment of a non-refundable document access fee. All document requests, substitution requests, and correspondence must be submitted in writing to the architect's designated email. Addenda will only be issued electronically to registered bidding document holders. Additional reproduced paper copies of the documents and any addenda are available upon request and payment of a non-refundable cost. A mandatory pre-bid meeting will be held for the purpose of familiarizing bidders with requirements and to address questions. All potential bidders must attend, and potential sub-bidders and material suppliers are encouraged to attend. Bidders may review documents at several listed plan rooms or at the offices of the owner and architect. A bid bond in the amount of 5% of the bid must be submitted with each bid. The successful bidder will be required to furnish and pay for a satisfactory 100% performance and labor and material payment bond. Bids may not be withdrawn for a period of thirty (30) days without owner consent. All contractors and subcontractors must utilize local labor per the West Virginia Jobs Act, and must be properly licensed under the West Virginia Contractor Licensing Act. The owner reserves the right to reject any or all bids and to make selections solely in its own best interest.
