Engineering services are solicited for a water system improvement project. The services will be in accordance with Arkansas Natural Resources Commission requirements for each DWSRF program and will include, but are not limited to: preparation of a Pre-Application and Preliminary Engineering Report for the Water/Wastewater Advisory Committee and Water Plan Compliance; preparation of Environmental Documentation; preparation of a SRF loan application to meet Capacity Development Requirements (addressing financial, managerial, and technical capabilities for sustained operation); designing and preparing plans and specifications for the water system improvements; and preparation and implementation of an Operation & Maintenance Manual. Each interested firm must submit one copy of a Statement of Qualifications for the project containing: identification of the legal name, office location(s), and principal owner(s) or partner(s) of the firm; a statement demonstrating the proposer’s understanding of the project; a list identifying the location, owner, cost, brief description, and disposition of work comparable in nature to the current project; and a resume of the qualifications and experience of each staff member and any technical consultants who may be employed for this project. The selection process will conform to the provisions of Arkansas Code Annotated 19-11-801-806 and federal regulations 40CFR Part 31.36 and OMB Circular A-102.
