The general description of the work covered includes the construction of a water well with stainless steel production casing, water main, minor grading and seeding, and all other miscellaneous components necessary to complete the project according to the plans and specifications. Bids are to be submitted on official proposal forms furnished by the Engineer, enclosed in a sealed envelope and addressed to the City. Each proposal must include a cashier's check, certified check, certified share draft, or a bidder's bond with a corporate surety satisfactory to the City in an amount equal to ten percent (10%) of the total amount of the proposal. The successful bidder must provide a corporate surety bond for one hundred percent (100%) of the contract price, guaranteeing performance and maintenance for at least two years. The project is partially funded by federal funds requiring compliance with certain federal regulations. Contractors will be paid ninety-seven percent (97%) of the value of acceptable work completed, with final payment made at least thirty-one days after completion and acceptance. Work must commence within ten days of notice to proceed, be substantially complete by November 30, 2026, and fully complete by December 31, 2026. Liquidated damages of $500 per calendar day will be assessed for each day the work remains uncompleted after these dates. Preference is given to products grown and coal produced in Iowa, and resident bidders may receive preference over nonresidents as specified by state law. Failure to submit a fully completed Bidder Status Form may result in rejection of the bid.
