The project is for the construction of a new 30,000 square yard concrete warm-up and holding pad at Sioux Gateway Airport / Brigadier General Bud Day Field to support the Iowa Air National Guard 185th Air Refueling Wing’s KC-135 mission. The work includes installation of concrete shoulders, airfield lighting systems, pavement markings, and electrical infrastructure, along with all associated sitework and required demolition. Two alternates are specified: Alternate One for 18-inch concrete thickness instead of 16 inches, and Alternate Two for FAA electrical communications cable duct relocation. Each bid must be submitted on the City’s form and accompanied by a bid bond, cashier’s check, certified check, or certified share draft for 10% of the bid amount, payable to the City Treasurer. The successful bidder must enter into a contract within ten days of award and post a bond satisfactory to the City. The contract will be awarded to the lowest responsive, responsible bidder, with the City reserving the right to reject any or all bids, re-advertise, and waive informalities. Preference is given to Iowa-grown products, coal produced in Iowa, and Iowa domestic labor. Build American Buy American (BABA) and American Iron and Steel (A.I.S) requirements apply. Contractors must comply with wage determination, the Davis-Bacon Act, and the Copeland "Anti-Kickback" Act. Good faith efforts must be made to subcontract to Disadvantaged Business Enterprises (DBEs). Work must be completed within 134 calendar days, excluding winter suspension, after receiving the Notice to Proceed. Specifications are based on the 2026 Iowa Statewide Urban Standard Specifications for Public Improvements, as modified by the 2024 City of Sioux City Supplement.
