This project includes removal and disposal of two buried 500,000 gallon concrete water tanks, temporary shoring for vertical excavation of depths up to 25 feet, construction of a buried 1.8 MGal reinforced concrete water tank and associated mechanical piping, construction of a CMU structure to house electrical and SCADA equipment, and construction of 670 feet of storm drain pipe with manholes and area inlets. The Owner reserves the right to waive any informality or to reject any or all Bids for any reason without liability. The City also reserves the right to negotiate with the lowest responsible bidder. A bid bond is required for bidding on the project. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. The City reserves the right, after selection of the lowest responsive and responsible bidder and prior to execution of a construction contract, to engage in discussions and negotiations with the selected bidder regarding potential value-engineering revisions, scope refinements, alternate materials or methods, schedule adjustments, or other mutually agreeable modifications intended to reduce project cost, improve constructability, or enhance project efficiency. Any such discussions or negotiations shall not obligate the City to award a contract or alter the competitive nature of the procurement process. If the City and the selected bidder are unable to reach agreement on acceptable terms, the City reserves the right to terminate negotiations and proceed in any manner authorized by law, including award to another responsive bidder or rejection of all bids.
