Construct work as described in the Contract Documents. SUMMARY OF WORK Provide materials, equipment , and incidentals required to make the project completely operable . Provide the labor , equipment , tools , and consumable supplies required for a complete project. Provide the civil, architectural, structural, mechanical, electrical, instrumentation and all other work required for a complete and operable project . Test and place the completed project in operation. Provide the special tools , spare parts, lubricants, supplies, or other materials as required for the operation and maintenance of the Project . Drawings and Specifications may not indicate or describe all of the work required to complete the project . Additional details required for the completion of the project are to be provide by the CONTRACTOR and coordinated with the ENGINEER . Each request for clarification shall be made in writing to the Grant Recipient or engineer no less than seven (7) days prior to the bid opening. The project includes replacing the guide rail system and one pump, electrical improvements, and installing a new generator at Lift Station No. 1; replacing the guide rail system and one pump, electrical improvements, and a new generator at Lift Station No. 2; replacing one pump and performing electrical improvements at the existing West Oak Lift Station; and replacing one manhole. Bidders are instructed that questions should be entered online in the provided box for each project prior to the question deadline. Previously submitted questions are posted at the bottom of each project web page to avoid duplication. All questions will be reviewed by the project manager and answered via addendum, which will be distributed to all plan holders and posted on the website. Contractors must obtain contract documents online at www.jacobmartin.com via digital download or hard copy to be considered a registered plan holder eligible to bid. Digital downloads are free, and hard copies cost $100. All copies must be ordered online and are available for pick up, mail out, or download after online payment is verified. The project will be financed with assistance from the Texas Department of Agriculture under the U.S. Department of Housing and Urban Development Community Development Block Grant program and is subject to all federal and state laws and regulations, including payment of the federally determined prevailing wage rate, compliance with non-discrimination requirements, and Buy America Build America requirements. Contractors or subcontractors who are debarred, suspended, or ineligible for participation in federal assistance programs may not participate. The lobbying certification must be submitted with the bid packet.
