The facility is powered by two incoming 13.2kV Utility electrical services and contains specific electrical systems and equipment to be serviced under this contract. All work must be performed according to the listed scope of work, and all bids must use the prevailing wage rate. The contractor must provide generators and connect them to critical buildings to maintain power during service, which may occur during off hours. The contractor will install UL listed Infra-Red windows in the incoming switchgear cabinets. Arc Flash Safety Awareness Training will be provided once, per OSHA and NFPA 70E 2024, for up to 20 persons (minimum of 6 hours), with certificates and training materials. Training cost to be invoiced separately. Portable Generator Connection Training will also be provided once, including instruction on arc flash labels and PPE, for a minimum of 4 hours. The facility supplies a generator and transformer for the training. Training cost to be invoiced separately. Service and testing for various electrical equipment include cleaning, inspection, adjustment, lubrication, minor repairs, and electrical testing as applicable. Specific components and procedures are detailed for medium voltage switchgear, transfer switches, low voltage air switches, protective relays, automatic transfer switches, medium voltage vacuum circuit breakers, battery systems, motor control centers, oil filled transformers, and dry type transformers. All results are to be submitted in a formal bound report. Partial Discharge Testing of medium voltage primary cables, terminations, splices, and connected equipment is to be conducted using the Doble Online PD Testing System, with two copies of the engineered report required, including risk category evaluation. Partial Discharge Testing must be completed before switchgear testing to enable repairs during maintenance. The contractor is responsible for pumping water from manholes if necessary. A one-line diagram and power distribution diagram will be available to the winning bidder for reference. There are no prior identical or substantially similar procurement contracts awarded within the past five years. SDVOB and MWBE goals are stated in the requirements.
