Southwest Iowa Planning Council, as grant administrator for the City of Creston, is holding a contractor walk through for a Housing Rehabilitation Project at 203 East Mills St., Creston, IA, which involves work on windows, siding, gutters, soffit, paint, and radon mitigation. Sealed bids must be submitted to the Southwest Iowa Planning Council. A certificate of insurance showing the City of Creston and SWIPCO as additional insureds will be requested within 7 days after the project is awarded. Bid documents are available at the walk through. The project is subject to Section 3 of the Housing and Urban Development Act of 1968, requiring employment and other economic opportunities generated by HUD assistance to be directed to low- and very low-income persons, especially HUD-assisted housing recipients. Contractors must comply with HUD's regulations in 24 CFR part 135, notify labor organizations of commitments under Section 3, include the Section 3 clause in all subcontracts, and certify that any vacant employment positions were not filled to circumvent Section 3 obligations. Noncompliance may result in sanctions, contract termination, and debarment or suspension from future HUD contracts. Preference and opportunities for training and employment shall be given to Indians, and preference in the award of contracts and subcontracts shall be given to Indian organizations and Indian-owned Economic Enterprises, where applicable.
