Site work and paving for a military facility in Massena, New York. Completed plans call for paving for a military facility.

Provide all labor, materials, equipment, and supervision necessary to install new pavement on the North (Operational) sides of both Eisenhower and Snell Locks, including full removal of existing pavement and subbase, and replacement with new subbase, binder course asphalt, and top course asphalt, in strict accordance with the Statement of Work and contract requirements. Work shall be completed within 120 calendar days after Notice to Proceed, ensuring all construction activities meet applicable specifications, codes, and quality standards for highway, street, and bridge construction. Location: Eisenhower Lock - 190A Barnhart Island Road, Massena, NY 13662, USA; Snell Lock - 145 Snell Lock Road, Massena, NY 13662, USA. The Contractor shall install new pavement on the North (Operational) sides of both Eisenhower and Snell Locks. This includes the full removal of all existing pavement and subbase, and replacement with new subbase, binder course asphalt, and top course asphalt. All work must be completed in exact accordance with the solicitation and attached Statement of Work (SOW). Performance and payment bonds are required ten calendar days after award. QUESTIONS DUE DATE: June 12, 2026, 2:00PM EST. Questions must be sent via e-mail to chora.snyder@dot.gov arriving no later than June 12, 2026, 2:00 PM EST. After this due date further requests may not be accepted due to time constraints. For questions regarding this solicitation, email chora.snyder@dot.gov. This SOW overall consists of the removal and replacement of existing pavement areas on the north (operational) sides of both Eisenhower and Snell Locks. These areas include access roads, parking areas, and operational pavement surfaces as indicated on the contract drawings. The Contractor shall be responsible for the following: - Removal and disposal of all existing asphalt pavement and subbase materials in areas delineated on Contract Drawings. - Excavation to required depths in areas of new pavement. - Preparation and compaction of existing subgrade. If the existing subgrade is unsuitable, notify the COR for corrective action to remove and replace if necessary. - Placement of new geotextile fabric. - Placement of new 2" crusher run subbase, minimum 12" depth, and compaction. - Installation of 2 1/2 " of binder course and 1 1/2 " of top course asphalt. The Contractor shall maintain or improve existing grades such that they promote positive drainage away from the lock walls and to existing drainage structures. Wherever the final elevation of finished asphalt is higher than the elevation of existing ground, the Contractor shall install a crushed stone apron to provide a smooth transition and to avoid edge cracking of the new asphalt (see note 9 on page 15 of the contract drawings).
