The City of Pittsfield is soliciting Statements of Qualifications from professional engineering firms for design and construction engineering services for the reconstruction of Historic Downtown Pittsfield – Phase II, funded by the Illinois Transportation Enhancement Program (ITEP). Improvements will include pavement removal and replacement, milling and resurfacing, curb and gutter, sidewalk replacement, water main construction, storm sewer improvements, lighting improvements, signing, striping, and streetscape. The project area covers E Adams St from N Jackson St west to N Monroe St, and N Monroe St from E Adams St to E Jefferson St, approximately 0.15 miles in length. The selected engineering firm will perform all design and construction engineering work, including design and Phase III Construction Observation services. Services include updating Phase I environmental signoffs, preparing Phase II plans and specifications, completing all required permitting, completing all necessary IDOT formwork, providing construction observation services, and providing construction documentation utilizing IDOT CMMS software. Design engineering and construction observation and documentation shall be in accordance with applicable IDOT requirements. Interested firms must submit statements of qualifications limited to 20 pages, including project contacts, information about the engineering design firm, a narrative highlighting the firm's interest, abilities, and qualifications (including understanding and approach to the project), resumes of key personnel, information on similar projects with descriptions and reference contacts, and IDOT pre-qualifications. Submittals must not include any information on estimates of time or cost to complete the work. Three hard copies of proposals must be submitted by the deadline. Statements will be evaluated based on technical approach, firm experience, staff capabilities, specialized experience, past performance, and project management approach. Interviews are not anticipated.
