The City is seeking proposals from qualified proponents to finalize the design and oversee the construction of the Clythe Water Treatment Plant. Services to be provided generally include: gathering and reviewing all relevant existing background materials to develop an understanding of the project’s history and status; reviewing the existing 90% design, identifying opportunities for design refinement and cost reductions, and assuming professional responsibility for the final design; overseeing a structured evaluation of the project’s constructability, design, engineering drawings, and specifications to reduce risk, minimize change orders, improve safety, and optimize cost and schedule; liaising with third-party approval authorities on behalf of the City to obtain all required planning and regulatory approvals; preparing terms of reference and technical specifications, providing procurement support, and coordinating with third-party engineering service providers; assisting with contractor pre-qualification, submission evaluation, and preparing recommendations for award, provisionally providing recommendations and services for alternative project delivery methods; preparing 100% detailed design that is ready for public advertisement and participating in supporting the City throughout the request for tender procurement process; serving as the contract administrator and overseeing the performance of the general contractor throughout the construction of the Clythe Water Treatment Plant; providing full-time construction contract inspection services throughout construction.
